This pull request makes the following changes to the README template:

  • remove version/package manager release badges
  • remove maturity stage labels
  • remove sections about documentation, installation, and usage
  • add sections about samples list and running the sample
  • replace "library" with "sample" in the Terms and Support sections
  • remove reference to semver which is not applicable to samples
